Penalties
The justification
In order to maintain order on the meetings, the Executive Committee decided to temporary impose penalties for inappropriate behaviour. For each inappropriate action, the member, who committed it, is fined with a certain amount of POINTS (see below).
Who is subject to this law
Any member, past or present, regardless of his/her membership time in the Club or position in the Executive Committee.
The guests are also subject to this law. If a guest receives a fine and then becomes a member, this fine is carried with him/her.
Levels of penalties
At this point, the Executive Committee imposes 2 levels of penalties:
- oral reprimand
and
- 1 point.
If a person violates the regulations (see below) for the first time on the meeting, he/she will be reproached.
Next time the person will be fined with 1 point.
If a person neglects the rules from meeting to meeting, he/she can be fined right at the time of the first violation on the meeting.
Inappropriate actions, which result in penalties
- being late for the meeting;
- entering the meeting room loudly, drawing attention of the attendees;
- walking by the speaker in the search for a place;
- speaking up during a speach, if not approached by the speaker;
- talking to a neighbour;
- mobile phone ring;
- talking on the phone during the meeting;
- any other of distracting the speaker’s or the audience’s attention from the speech;
- declining to finish the speech, even after the Toastmaster’s or the General Evaluator’s indication to do so;
- singing up for the role and not showing up;
- cancellation of a role less than one meeting before.
Record keeping
If a person is fined for some action, he or she will be officially notified about the amount of points and the reason, which caused it. A record will be made on the website, indication the time of violation and the nature of action.
When a person receives the total of 5 points, he/she is excluded from the agenda for the next meeting and is not allowed to speak up for the next two meetings that he/she attends: not as a role master, not as an evaluator, not as a Table Topics participant.
When the number of points reaches 10, the member is expelled from the Club. In order to become a member again, the person will have to re-pay the entrance fee.
Who is responsible to impose the fines
It is going to be the job of the General Evaluator to reproach and/or fine the violators. The members of the Executive Committee also have this authority.
Procedure to reset the points count
At any time, the person who is fined, can ask the Executive Committee to reset his points count. The petitioner should be ready not to violate any of the above laws for at least 2 meetings after asking to reset his points count and to carry out any additional assignment that the Executive Committee finds appropriate.
If the person violates the above laws within 2 meetings from his/her petition, his/her points are not reset and he/she is denied the right to petition again for 2 meetings.
